Group looks for ways to make government more efficient Stier Most might call it a fruitless exercise to try to improve the operational management of the federal government, but Max Stier says his $15 million-revenue Partnership for Public Service has had some success. "We are a nonpartisan organization trying to make the federal government more effective," Stier said. "We work on trying to bring good talent into government to make sure it's well led.
